Jay Johnson
Jay Johnson has had a better than 40-year public safety and regulatory compliance career and has held a commercial driver’s license for over 35 years.
Jay served 30 years as a Police Officer with the Milpitas Police Department, where his duties included Patrol, Field Training Officer, K9 Handler, Personnel and Training, Motors, and Commercial Enforcement Officer.
Jay was trained as a Commercial Enforcement Officer at the CHP Academy and was the functional equivalent of a CHP MRE for an allied agency.
At retirement in 2010, Jay started Jay Johnson and Associates, LLC, a commercial vehicle safety and regulatory compliance consulting business. He serves as the contract safety manager for several transportation companies and has helped a number of transportation companies remain or become compliant with State and Federal regulations. Jay also performs insurance Loss Control Surveys and is the contract Special Investigations Unit for several insurance companies for cargo and property damage claims. Paul Morris
Paul started his career with a state law enforcement agency in 1996. He works as a supervisor for one of that agency’s divisions. In that capacity, Paul acts as a field supervisor, supervising nine inspectors charged with performing safety audits on commercial vehicle motor carriers. This includes school buses, tour buses, and other types of passenger transportation, plus Basic Inspection of Terminal (BIT) carriers, including hazardous materials carriers. As of 2016, Paul has worked as a supervisor in several divisions and at the headquarters office. At headquarters, he was the Public Utilities Commission Liaison concerning passenger transportation and a subject matter expert on passenger transportation and hours-of-service regulations. Before this, in 2005, Paul was himself an inspector in several divisions. He works for us under an outside employment agreement. During his time as an inspector, Paul maintained the following skills and certifications:

Julia F. Wilks
Julia joined the team in December 2020 as our new Administrative Assistant/Office Manager. Julia has a background in Political Science and received her Bachelor’s degree with a Minor in Spanish from San Jose State University in 2019. She has experience in customer service, social media coordination, contract creation/negotiation, and over ten years in the property management field through her previous employment. Julia has a unique and fresh set of skills to add to our diverse and skilled team, including a typing speed of 80 wpm. She will offer our company and clients a new perspective as she continues to learn our core businesses of compliance and claims while supporting our team members. Julia’s organizational skills, accompanied by her impressive multitasking performance, will aid in our efficiency.

Brianna Olsen
Brianna, our team’s newest addition, stepped into the role of Administrative Assistant in August 2023. With a background in Film & TV Production, she earned her Associate of Science degree from Gavilan College in the spring of 2022. She brings our team a unique blend of creativity, punctuality, and keen attention to detail. Brianna’s capacity to think creatively and apply storytelling techniques to her admin transportation strategies sets her apart. Her role involves the proficient management of our client files, educational materials, and the creation of impactful email campaigns. Brianna’s dedication to enhancing team organization and outreach is instrumental in our continued success.

Ron Gordon
Ron retired from law enforcement after more than 30 years of service. During his career, Ron was the lead for First Aid/CPR training and OSHA compliance, emergency vehicle operations driving instructor, a labor negotiator/mediator, and a college criminal justice instructor, among other skills. Dale Jehning
We are pleased that Dale has joined us as an associate. He comes to us with 30-plus years of automotive and mechanical experience, having held all 49 ASE certifications. Dale has been with the state law enforcement agency as a Motor Carrier Specialist (MCS) I since 1995 until his recent retirement from that position. He holds the following skills and certifications:

Barry Galipeaux
Barry joined us as an associate in 2016. He brings ten years of experience as a mechanic, including certifications as a heavy equipment mechanic and three years of experience as a shop supervisor. Barry has been employed by the state law enforcement agency since 2012 and has recently been promoted to Motor Carrier Specialist (MCS) II. He works for us under an outside employment agreement. He has FMCSA and CHP certifications in:

Melchor Morales
Melchor joined us as an associate in early 2020. Melchor came with 15 years of experience as an ASE Master Certified Mechanic in Diesel and Auto Repair. He has been employed by a state law enforcement agency since 2017 and is a Motor Carrier Specialist (MCS) I. He works for us under an outside employment agreement. Melchor has filled a long-time need with his bilingual skills to help us teach compliance and safety to our Spanish-speaking clients. He has FMCSA and CHP certifications in:

Faith P. Fisher, ARM
Faith joined the team in October 2020 to augment our claim services. She has worked for more than 30 years in the insurance industry. Her background includes 30-plus years of insurance claims experience with commercial and personal lines. She has worked as an adjuster for several Lloyd’s syndicates. In addition to a BS in Business/Marketing, Faith earned her Associate in Risk Management (ARM) and General Insurance (INS) designation. She currently holds Independent Adjuster licenses in numerous states coast to coast. We look to Faith to expand our presence within the insurance claims arena.

Robert Moser
Robert has been our IT support, working with us for several years. He comes to us with more than 20 years of experience in the IT field. Robert first started his IT experience working for tech companies in the late ’90s during the dot-com boom, and he has been an IT consultant ever since.
